Within an increasingly connected world, stronger defences are required to address cyber threats and attacks. The European Commission has identified the safety of connected products and services, to be one of the significant new challenges of the connected economy. It plans to develop a European ICT Security Framework and measures on cybersecurity standards, certification and labelling to make ICT-based systems, including connected objects, more cyber-secure.
 
This session will look at the practical aspects of making connected systems and devices more secure from a technical and business perspective and explore what policy measures can and should be undertaken to support this objective, including the role of standards, certification and labelling.

Retelling the Story of Lost Heritage

In this talk Matthew Vincent, Co-Founder of Rekrei, will present Rekrei and discuss how technology can help in retelling the story of lost heritage.
Rekrei is a platform for the digital reconstruction of lost heritage through crowdsourcing. Originally launched in 2015 as Project Mosul, the project has since expanded its focus to include global cultural heritage lost by whatever means. Founded by two archaeologists, the project combines technology and cultural heritage, with the aim of virtual interaction with cultural heritage that has been lost either through human interventions or natural means. Thanks to a collaboration with The Economist Media Lab, Rekrei was able to achieve one of its first goals: the creation of a virtual museum to give people the possibility to experience the Mosul Cultural Museum using some of the models created by the public participation. Now, Rekrei is looking forward and looking to make the retelling of cultural heritage accessible by anyone in the public.

The People's NSA!

The standard quip is that people don't lack information - they have too much. But with fake news, propaganda, and misinformation being propagated around the world by governments, movements and businesses, it is harder than ever to find the truth. Our traditional gatekeeper, media, has lost its economic model at the same time it is being dragged into the political process some say because it has failed to address the needs of whole classes of voters. A new group of non-profit investigative organizations are seeking to fill the void with credible, non-political information but they face many technical and financial problems. A growing chasm is spreading between governments and wealthy businesses which have lots of sophisticated information tools and the public which have few. Where is this all going? What is the future of information for the people? OCCRP, a pioneering investigative reporting organization, sees challenging times ahead but proposes a creative solution to the problem: ‘The People's NSA.’

Let's Hack The Law - How to leverage technology to improve law and policy?

Law and policy are often portrayed in the media as an obstacle to the digital revolution. While regulators might struggle to grasp and adapt to the information society, it is time to start looking at the interaction between those spheres from a more creative perspective. Instead of looking at how regulation affects technology, why don't we ask what regulation can learn from technology? Imagine a society where lawyers learn from developers and start working in an open and collaborative way, where regulators learn from innovators and use technological tools to improve transparency or where judges are assisted by artificial intelligence to improve the speed of judicial proceedings.

In this workshop, we will show how to leverage technology to improve law and policy.

This workshop is hosted by Brussels Legal Hackers.

The Legal Hackers is a global movement of lawyers, policymakers, technologists, and academics spread over more than 50 cities around the world. We explore and develop creative solutions to some of the most pressing issues at the intersection of law and technology. In the other words, we ask how we can apply the hacker ethic to the conservative legal field.

Join us to discover the potential of this new perspective and the legal hackathons which have been organized all over the world in the past years. These deal with a wide range of issues from privacy by design to access to justice, from publication of local laws to legal software without forgetting citizens and refugees' rights. Blockchain has even been applied to the old-fashioned contracts!

We are doers and this will be reflected in our session by helping you to try "hacking" the law for yourself in jam sessions. We will tackle what you care most about whether that is parking tickets, direct democracy, consumer rights, the use of emojis in court, free access to legal information, the contracts of tomorrow or an issue that crosses your mind a few seconds before we start. No prior knowledge required, ideas and an open-mind is all you need.

The Belgium startup ecosystem is slowly but aggressively catching up with other parts of Europe in terms of the number of productive startups that are being formed yearly to build smarter societies.

ICT is an essential ingredient in every smart city project, and to fully benefit from it, collaboration is necessary between field actors. Following outputs from a national study conducted by the Smart City Institute (SCI), the collection, processing, and sharing of data remains a major challenge.

Smart cities startups will join the debate to discuss and challenge how working together and collaborating can foster more productivity and better-built technologies.
How can they compete while collaborating? What challenges can this pose for beginners?

Tibor Navracsics holds degrees in law from the Faculty of Law and Political Sciences of Budapest's ELTE University and a PhD in political sciences. In 1999 he became an Associate professor at the Faculty of Law and Political Sciences, ELTE. Between 1997–2000, he assumed the position of the Secretary-General of the Hungarian Political Science Association and he was also Head of the Department of the Prime-Minister's Office until 2002. In 2003 he became Chef de Cabinet to the President of the Fidesz – Hungarian Civic Union and between 2006–2010 he was an elected Member of Parliament as well as a Member of the Parliamentary Committee for Constitutional, Judicial and Procedural Affairs. He also served as Fidesz National Assembly representative from 2006 until October 2014.

Between 2010 and 2014 he was Deputy Prime Minister and Minister of Public Administration and Justice. In 2014 he also assumed the position of Minister of Foreign Affairs and Trade. In November 2014, Tibor Navracsics became European Commissioner for Education, Culture, Youth and Sport.

Kaja Kallas is an Estonian politician. She is currently a Member of the European Parliament elected from Estonia and belongs to the Group of the Alliance of Liberals and Democrats for Europe (ALDE). She has previously worked as an attorney-at-law and been a Member of the Parliament of Estonia (Riigikogu), where she chaired the Economic Affairs Committee. She is also Vice-Chairman of the Estonian Reform Party. As an attorney, she specialised in European and Estonian competition law.

In the European Parliament, Kaja Kallas serves on the Committee on Industry, Research and Energy (ITRE) and is Vice-Chair of the Delegation to the EU–Ukraine Parliamentary Cooperation Committee. His main fields of legislative work in the EP are Employment and social affairs and Foreign affairs. He is co-chair of the Youth Intergroup and vice-chair of the Disability Intergroup. Among his parliamentary activities in the Committee of Employment and Social Affairs, he was responsible for key legislative and non-legislative reports on the social inclusion and integration of refugees into the EU labour market; youth employment policy such as the Youth Guarantee and the Youth Employment Initiative. Karl-Filip Coenegrachts is Master of Laws, specialized in European Law. From 1997 to 2000 he worked for the Belgian Ministry of Justice as co-ordinator for the European Union and Schengen.

In 2001 he started in Ghent as advisor to the Vice Mayor responsible for personnel and IT. In that capacity he co-founded Digipolis, the intermunicipal organisation for ICT for the cities of Ghent and Antwerp, and Gentinfo, the first local citizen service centre in Europe.

In 2004 he became head of Department of Strategy and International Relations of the City of Ghent and Chief Strategy Officer in 2015. His responsibilities include the long term strategy of Ghent including the implementation of horizontal policies, smart city/citizen strategy, data and information management, international relations, policy participation and European funding programmes.

He is currently also Ghent representative and President of the Executive Committee of Eurocities.

Robert Pepper helps lead Facebook’s connectivity and technology policy activities focusing on new technology development, deployment and adoption.  Pepper previously was Cisco’s Vice President for Global Technology Policy for more than a decade, working with governments across the world helping them develop their digital strategies and address areas such as ICT and development, broadband plans, IP enabled services, wireless and spectrum policy, the Internet of Things, security, privacy and Internet governance.

Pepper was Chief of the Office of Plans and Policy and Chief of Policy Development at the FCC for 16 years beginning in 1989 where he led teams designing and implementing the first U.S. spectrum auctions, developing policies promoting the development of the Internet, implementing telecommunications legislation, and planning for the transition to digital television.

Before joining the FCC, Pepper was Director of the Annenberg Washington Program in Communications Policy. His government service also included Acting Associate Administrator at the National Telecommunications and Information Administration (NTIA) and initiating a program on Computers, Communications and Information Policy at the National Science Foundation.

His academic appointments included faculty positions at the Universities of Iowa, Indiana, and Pennsylvania, and as a research affiliate at Harvard University. He chairs the U.S. Department of State’s Advisory Committee on International Communications and Information Policy and has served on the board of the U.S. Telecommunications Training Institute, the U.S. Department of Commerce’s Spectrum Management Advisory Committee and the UK’s OFCOM Spectrum Advisory Board.

Pepper received his BA. and Ph.D. from the University of Wisconsin-Madison.

Lucilla Sioli is the Head of the Digital Economy and Skills unit within the Directorate-General Connect.

Her unit monitors trends and performance in the digital economy and is responsible for country monitoring in digital in the context of Europe2020, and for the publication of the Digital Agenda Scoreboard. The unit also manages the oversight of the Grand Coalition for Digital Jobs which addresses the impact of ICT on labour markets.

She holds a Ph.D. in economics from the University of Southampton and one from the Catholic University of Milan. Ms. Sioli has been a civil servant with the European Commission since 1997.

Long Pham

Researcher, International Energy Research Centre, University College of Cork

Long Pham is a researcher of the International Energy Research Centre, University College Cork since January 2014, after spending more than five years with IBM in Vietnam. Her focus is on resident engagement for smart city programs, local policy development and regulation for technology adoption. Apart from her research work, Long works on UCC’s internationalisation strategy, bringing the educational institutions in Vietnam and Ireland closer in research collaboration and student recruitment. She utilises her strong and well-connected networks with Vietnamese country leaders to meet goals for UCC and Ireland as a whole, especially in the education sector.

Long was an executive at IBM’s Governmental Programs for over five years and worked closely with Vietnamese and American governments on technology and free trade policies at all stages, including the formation of policies, drafting legal documents, and revising and evaluating the final documents. While being in Ireland, she still works closely with many ministries including the Office of Government, the Ministry of Education and Training, The Ministry of Planning and Investment, the Ministry of Transport, the Ministry of Information and Communications, the Ministry of Science and Technology, Ministry of Industry and Trade, and the Ministry of Natural Resources and Environment. She holds in-depth understanding of the governmental and sectorial strategies in Vietnam and aligns them well in the context of the bilateral relation with Ireland for strategic engagements.

She is also well connected to city and provincial leaders when she oversaw the Smarter Planet agenda and Smarter Cities cooperation programs in Vietnam with a focus on major cities Ho Chi Minh, Da Nang and Ha Noi. Then, she led discussions from IBM with senior government leaders at the central level and with cities’ leaders on areas of priorities, technologies, policies, funding, business models and implementation plans. She became trusted partner for the leaders when it comes to growth strategies and applicable technologies.

Prior to joining IBM, Long was a career journalist and Managing Editor for the Viet Nam News, a daily English newspaper of the Vietnam News Agency where she was in charge of the various publication channels and wrote commentaries on politics and public policies for the daily, weekly and monthly editions. She has been honoured with numerous national awards in journalism. Her journalism career started as a Fulbright Scholar, for which she earned her Masters of Journalism. Long continues to participate in Fulbright activities, including being selected as one of three speakers at a town hall on Fulbright 20th Anniversary event chaired by Secretary of State Hillary Clinton during her 2012 visit to Vietnam.

In addition to policy advisory work and research, Long is a PhD candidate and her work focuses on resident engagement for smart city programs, local policy development and regulation for technology adoption to promote smart and sustainable city development. International advisor and programme coordinator in areas relating to literacy, the cyber wellbeing of children and teens and the protection of their rights, Janice is a public speaker, project innovator and author of a dozen books as well as publications for children and adults on the impact of technology on society. Ruy Pinto

Deputy Chief Technology Officer, SES

Ruy Pinto is currently the Deputy Chief Technology Officer at SES leading various technology initiatives in the company. In particular Ruy is responsible for managing the SES HTS Programme, including satellites, infrastructure, platforms and integration.

Ruy worked at Inmarsat from 1990 to 2016, in various technical and managerial roles. His last position at Inmarsat, from December 2013, was Group Chief Operations Officer, responsible for all operational functions at Inmarsat: satellite and network operations, operations engineering, customer services, service assurance, Group IT, partner platforms, business applications, including billing, plus navigation activities. As part of his remit Ruy also established a Digital Office for Inmarsat, responsible for the company digital strategy and digital commercial models.

Ruy Pinto started as a satellite operations software engineer at Inmarsat in 1990 and held a number of technical project management functions until 1999. In 2000, Ruy Pinto became Director of Satellite Operations and Navigation with responsibility for control of the fleet of Inmarsat satellites and development and maintenance of all satellite control functionality. From 2009 to 2011, as Vice President of Satellite and Network Operations Ruy Pinto managed network and satellite operations, spectrum management and yield optimisation functions for the Inmarsat product portfolio plus navigation services. From 2012 to 2013, Ruy Pinto was the Group Chief Technology Officer responsible for all engineering, satellite and network operational functions across Inmarsat and its subsidiaries. As part of his role Ruy Pinto has spear headed a number of Inmarsat commercial initiatives such as the company involvement on Galileo, Alphasat and other high profile projects requiring public funding. Ruy Pinto also served on the Boards of INVSAT, Inmarsat Navigation Ventures and PT-ISAT, fully owned subsidiaries of Inmarsat plc. Finally Ruy was a founding Board Member of the Space Data Association (SDA), a not for profit organisation established in the Isle of Mann for improving the safety of flight for satellite operators.

His external positions portfolio included two years as the Chairman of UKSpace, the UK space industry trade association, and four years as a Director and VP of Space for the Association of Defence, Security and Aerospace Companies (ADS). Finally, Ruy Pinto is a Non-Executive Director of the Space Application Catapult, established by the UK government to foster the development of the space sector and space applications in the UK and an SSPI (Society of Satellite Professionals International) Board member.

Previously, Ruy Pinto worked with VSAT data communication networks and data communications software as the project manager for the deployment large scale VSAT networks in Brazil. Ruy was also the manager of the satellite software control segment for the first generation of Brazilian satellites. Ruy Pinto has a background in electronics and satellite data communications having graduated in Electronics Engineering in 1981, followed by a post-graduate degree in Digital Telecommunications Systems, both from the Rio de Janeiro Catholic University.

Ruy Pinto was born in Brazil and became an UK national in 1998. Ruy is married with two daughters.

Homero Rivas, MD, MBA, FACS, FASMBS is an Assistant Professor of Surgery and Director of Innovative Surgery at Stanford University. He has been involved in Digital Health for many years and has founded and advised many Digital Health startups. He has conducted several research projects using wearable devices to improve operating room safety as well as medical simulation and education, augmented and virtual reality, and telemedicine with drones among others. He is a strong proponent of novel technologies in healthcare such as 3D printing, drones, artificial intelligence engines, etc. He is a co-director of Stanford’s massive “open online” course on mHealth, with over 20,000 registered students from all over the world. He is a Senior Fellow with the Center for Innovation in Global Health (CIGH) at Stanford University School of Medicine. Also, he is a founding member and Vice-President of the Wearable Technology in Healthcare Society (WATCH). He is a digestive surgeon and he is a Diplomate of the American Board of Surgery. Dr. Rivas has pioneered and led numerous state-of-the-art innovative techniques of minimal access surgery including scarless surgery, natural orifice surgery, robotic surgery, and more. He has been involved in minimal access surgery both in the U.S. and internationally, in nearly all continents, as a surgeon-in-training, a practicing surgeon, and also as a teacher of other surgeons. Juha Heikkilä

Dr Juha Heikkilä joined the European Commission in 1998 and currently works in its Directorate-General for Communications Networks, Content and Technology (DG Connect). Since 2014 he has been the Head of the Robotics and Artificial Intelligence unit, which is in charge of the Commission activities in these technologies in their various aspects. The Commission has been funding a multidisciplinary research programme on Cognitive Systems, Robotics and AI for about 13 years, focusing on smarter and more flexible robots and artificial systems. In recent years, the annual budget has been between €70 million and €80 million.

At the beginning of the current EU seven-year funding programme, Horizon 2020, a Public-Private Partnership in Robotics was set up, which brings together all the key stakeholders in the area. In this partnership the European Commission will invest up to €700 million via Horizon 2020 in roadmap-based research and innovation in these areas over a seven-year period.
